Pubs and clubs could open later under new powers for London mayor, licensing reform panel formed: London councils that block pubs and clubs from opening later could have their decisions overturned by the mayor of London under new government powers. The Times reports that ministers are trying to boost the hospitality industry by allowing Sir Sadiq Khan to “call in” licensing decisions for key nightlife areas. Bars could open later and there could be more al fresco dining in London, and the scheme could be extended to other parts of the country, such as the West Midlands and Greater Manchester. Rachel Reeves, the chancellor, said the change would ensure the hospitality industry had “the conditions to grow” and was not “tied down by unnecessarily burdensome red tape”. Analysis by The Times of late-night venues showed that the capital had fewer early-hours watering holes than all other big UK cities. In response to the government’s new powers, a source close to the mayor said: “Over recent years, London’s pubs, restaurants, clubs and music venues have been seen as a problem to be managed, rather than as a vital part of London’s economic and social scene. From al fresco dining, to late opening hours, to the impact of burdensome licensing conditions, we need to look at how we can support our venues, not work against them.” Angela Rayner, the deputy prime minister, said: “It’s time to give the mayor of London new powers to back the capital’s pubs and clubs, as part of our plan to give mayors the tools they need to drive growth. Too often, we have seen the complaints of a vocal minority of objectors promoted over the need for our country to grow. We are determined to change this.” The Night Time Industries Association welcomed the government’s calls for “last orders” on red tape choking pubs, clubs, and restaurants, and called it a “major boost to the British night out!” It announced that its chief executive Michael Kill will be joining a group of industry leaders and police representatives in the new initiative to improve the UK’s licensing system. The panel includes Nick Mackenzie, chief executive of Greene King and chair of the British Beer and Pub Association, alongside Kate Nicholls, national chair of the Institute of Licensing and chief executive of UKHospitality. The group will work closely with government officials and police representatives to rapidly assess and implement licensing reforms that better support businesses across the UK. The initiative aims to modernise the licensing framework to foster business growth, enhance industry confidence, and create a more vibrant and welcoming hospitality experience for both Britons and international visitors. At the same time, the group remains committed to ensuring public safety and community interests are safeguarded. Kill said: “A well-balanced licensing system is crucial for the long-term sustainability of the night-time economy. Cutting red tape and modernising our licensing framework is vital to unlocking its true potential. A 21st-century approach will empower pubs, bars, restaurants, nightclubs, and venues to thrive—creating jobs and driving economic growth. I welcome this expert review and the opportunity to shape a system that better supports businesses while maintaining responsible practices. The night-time economy has incredible potential, and reforming outdated legislation will help it flourish. We urge the government to act swiftly on the task force’s recommendations and continue reviewing other policy areas that hinder investment, innovation, and growth in our sector.”

The database will show the details of 187 site openings, including which company has opened a site or its plans to open one in the future. The database will have details on what type of site it is and its location, and there will also be a website link to the businesses. Exclusive – Nightcap to open The Piano Works in Cardiff: Nightcap – the owner of The Cocktail Club, the Adventure Bar Group and the Barrio Familia group of bars, is to open a site under the audience-requested live music brand The Piano Works in Cardiff, next month (29 May), Propel has learned. The company said that the new site, which will open in the city’s St Mary’s Street, close to its existing Dirty Martini site, will combine “audience led song choices, the best live musical talent from Wales and beyond and incredible late-night DJs into the early hours”. Sarah Willingham, chief executive and founder of Nightcap Group, said: “We are all very excited to bring The Piano Works to the wonderful people of Cardiff. It’s always been one of my favourite cities and I know the Piano Works will find a good home there. I can’t wait to open the doors at the end of May. Guaranteed magic moments all day long.” Last February, Nightcap added The Piano Works to its portfolio after acquiring the business for £200,000 following a pre-pack administration. The Piano Works operates sites in Farringdon and since November 2023 in Covent Garden, where it has had a residency within Nightcap’s Barrio venue after relocating its West End site.

Chef Chantelle Nicholson launches new venture in West Sussex: Chef Chantelle Nicholson, who is behind Aprilcity in London’s Mayfair, has launched her new venture in West Sussex. Propel reported in November that Nicholson was launching The Cordia Collective within the Borde Hill grade-II listed country estate near Haywards Heath. She has teamed up for the project with wine expert Ruth Osborne and baker Janine Edwards, and it is Edwards who has kicked things off by launching her Baked by Cordia cafe. Baked by Cordia operates as two separate cafes – Gingko at the visitor entrance, and Gloriette within the gardens. The signature bake is Edwards’ curlicue – an enriched, coiled dough bake topped with a choice of sweet toppings such as cinnamon and magnolia butter, rhubarb crumble and meringue or caramelised apple, or savoury toppings such as wild garlic pesto with Slipcote cheese or bacon jam and Cheddar. There are also focaccia sandwiches and tea and coffee, alongside rosé and Roebuck Estates sparkling wine. The restaurant will follow.
